Abstract/ Summary

This evaluation of the 2003A grants program provides an analysis, recommendations and observations that will provide the Maine Health Access Foundation with a way of assessing the 18 funded grants. It also offers an alternative way of systematically incorporating evidence-based knowledge into the design, implementation and evaluation of programs in a dynamic and continuous way.
