From the introduction: "A 'throne of iniquity' is a throne or government that is founded on iniquity, or that sustains iniquity. Such a throne or government 'frames mischief by a law' when by its laws it protects or patronizes that which is evil, or when those who practice evil may plead that what they do is legal, and may take refuge under the laws of the land."
