A flyer printed at the direction of Israel Washburn, Governor of the State of Maine, to be distributed "in the same manner as Proclamations of days of Annual Fast and Thanksgiving, issued by the Governor of this State." United States President Abraham Lincoln called for a day of Public Humiliation, Prayer, and Fasting, to be observed by the People of the United States... the last Thursday of September next," 1861.
