The official program for the Monday, October 28, 1940 Over-Coat harness races at the Cumberland Fairgrounds hosted by the Cumberland Farmers' Club in West Cumberland, Maine. The cover of the program includes the names of race officials including Starting Judge Lawrence Haddock; Judges Dr. H. S. Irish and Edwin Keller; and Mutuels Director Frank R. Witman.
