Maine State Indian Agents were required to submit annual reports to the Governor and the Executive Council. While some are in manuscript form only, many reports from 1860 to 1900 were published by the state. This collection includes several, but not all of the published reports. They provide a window into the world on the Passamaquoddy and Penobscot reservations at a time in which the State of Maine viewed Wabanaki peoples as wards of the state. Indian agents disbursed money owned by Maine Indians, called the “Indian fund,” to tribal communities. This account came from treaty negotiations, land sales and rents and leases of tribal land and resources. After the Maine Indian Claims Settlement Act of 1980, Indian agents in Maine ceased to exist.
These reports include information on the Indian Agent’s disbursement of monies appropriated by the Maine State Legislature for the Penobscot and Passamaquoddy tribes as stipulated by earlier treaties. Reports include information on how these funds were spent. Money went to building repairs to school, churches and other tribal buildings; support for the poor; salaries for the governor and lieutenant governors as well as the Indian agents and priests; ploughing of fields; firewood and basket trees; and expenses associated with travel and schools.
